HOW development levies are distributed across Kildare was the subject of debate at last week’s meeting of the Kildare-Newbridge Municipal District (MD) with calls for greater transparency regarding their collection and allocation.

The motion raised by cllr Chris Pender urged the council to provide clarity on development levies, including specific projects earmarked for funding in areas like libraries, playgrounds, and recreational spaces.

In response, the council outlined the Development Contribution Scheme 2023–2029, which governs the use of levies countywide and funds capital projects across the county. The debate around levies was brought up in connection to an earlier motion by cllr Pender, which asked for clarification on new county library in Newbridge.

Cllr Pender asked if the library is to be considered a county-wide project, and if county-wide contributions from LPT are being used in its funding. It was his worry that the funding for county-wide projects are coming from one municipality, and leaving them to “pick up a large tab.” 

He said: “County-wide projects need to be financially supported by other MDs (Municipal Districts) because it supports their infrastructure as well.” 

The council's head of finance, Eileen Hanlon, emphasised that development contributions are a crucial funding mechanism for countywide capital projects. 

Ms Hanlon added LPT monies from the MD were important in getting the new library "over the line".

She noted that members received a briefing on the capital programme last September, with details about funding requirements and future planning.

However, cllr Pender's motion highlighted ongoing concerns about the local impact of levies, prompting further discussion about balancing countywide and district-specific priorities. Further updates on this will be included in the upcoming annual financial statement.
