KILDARE County Council has granted planning permission for a new residential and childcare development in Ballitore, with approval subject to a comprehensive set of conditions, which zone off some of the residential units for social housing.

The project, proposed by Kestorra Ltd, will deliver 34 homes alongside a purpose-built creche, contributing to both housing supply and local community infrastructure. The approved scheme includes eight apartments across two two-storey blocks, 22 semi-detached two-storey houses, and four detached two-storey homes.

The site is zoned for village centre uses under the Ballitore Village Plan 2023–2029.

However, the approval comes with a wide range of conditions governing how the development must proceed.

Among the key requirements, the developer must pay over €231,000 in development contributions to support public infrastructure, and lodge a financial bond of €104,000 to ensure the completion of roads, open spaces and services. 

Housing within the scheme will be subject to occupancy restrictions under a Section 47 agreement, ensuring units are initially made available to individual purchasers or for social and affordable housing, including cost rental options. The development must also include Part V social housing provisions, requiring the transfer of a portion of the site or units to the local authority.

The council also stipulated that the creche must be delivered early in the project, requiring it to be constructed and operational during the first phase of development.

Developers must also adhere to strict construction management measures to minimise disruption, including limits on working hours, dust and noise control, and traffic management plans.

Transport and safety considerations also form a major part of the conditions, with obligations to complete part of a key road objective linking surrounding developments, carry out road safety audits, and provide pedestrian and cycling infrastructure in line with national guidelines.
